The Project involves the development of eight agrarian reform community (ARC) settlement areas in Mindanao using an inter-agency approach to ARC development. The Project consists of the following components: ( i ) Community and Cooperative Development; (ii) Agriculture Enhancement and Livelihood; (iii) Crop Development and Soil Conservation; (iv) Marketing Support; (v) Infrastructure and Social Services; (vi) Post-harvest Facilities; and (vii) Project Management and Institution Building. Its general objective is to alleviate poverty and improve the quality of life of the beneficiaries in the settlement areas and ensure viable and sustainable development.
The main objective of the Consulting Services is to assist DAR in the successful implementation of the Project with due consideration of social and environmental management needs of the beneficiary communities. The scope of the Consulting Services includes the provision of technical advice and assistance to the Project Management Office (PMO) in the implementation of the many and varied activities of the Project, particularly in the following areas: ( i ) overall Project management; (ii) procurement of equipment; (iii) infrastructure construction; (iv) institutional development; (v) agricultural development and marketing; (vi) environmental management and monitoring; and (vii) training of Government employees.
