Rogelio L. Singson

Chairman of the Board

Rogelio L. Singson

With extensive experience in infrastructure, privatization, and public-private partnership projects across land, water, energy, and transportation sectors, having held the position of Secretary of the Department of Public Works and Highways where he implemented good governance and anti-corruption programs, changing the image of DPWH, from one of the most corrupt, into an efficient line agency. He has made tremendous contributions to the economic development of the country, notably the privatization and development of the Fort Bonifacio and Villamor Air Base. As Vice Chairman and first Executive Vice President of the Bases Conversion Development Authority (BCDA), he was instrumental in making significant progress in the privatization and land conversion of military bases and the redevelopment of Clark Airbase into what is now known as the Clark Special Economic Zone. Of special mention is the privatization of the 214-ha. Fort Bonifacio, best known as the “Real Estate Deal of the Century”. He was later appointed Chairman and President of BCDA to pursue more privatization and PPP projects and continue with more conversion projects to complete the master plans of all the base lands transferred to BCDA.

Orlando M. Cablayan

President and Director

Orlando M. Cablayan

With over 30 years of experience in water resources planning, irrigation and multi-purpose project feasibility, and private sector participation in infrastructure. He has led major projects involving technical, economic, and policy evaluation for public-private and ODA/BOT initiatives. His expertise in planning is highlighted by his stint as Department Manager of the Corporate Planning Staff of NIA where he directed and supervised the preparation of the Corporate Plan of NIA including the formulation of plans and policies for irrigation and water resources.

He was Project Management Specialist for various projects in the education and health sectors funded by the ADB and WB, including Staff Consultant of the ADB for the Southern Philippines Irrigation Sector Project.

For a time, he was engaged to facilitate the implementation of all JBIC-funded projects in the Philippines.

Noel M. Ortigas

Director for Technical

Noel M. Ortigas

With over 50 years of experience in infrastructure planning, feasibility studies, design, and construction management. He is a professional engineer recognized by international financial institutions in the Philippines and active in the Philippine Institute of Civil Engineers (PICE), as a member of the Specialization Committee for Water Resources and Hydraulic Engineering. His specialization and actual project involvement cover dams and hydraulic structures (dams, headworks, intake, water conveyance facilities-channels transmission and distribution pipelines), reservoir operations and dam safety studies, irrigation and drainage, water supply and sanitation, urban and transportation drainage, estuarine and coastal hydraulics.

He led the team for the ADB-Funded Agrarian Reform Communities Projects, responsible for the technical planning and preparation of guidelines for infrastructure quality monitoring and durability system for the nationwide implementation of the DAR-ADB Rural Infrastructure Project covering: 40 water supply systems; 1,800 hectares of irrigation systems; 30 small water impounding projects and small-to-medium-sized dams; 300 kms. of rural roads; and 1,200 LM of rural bridges. Noel is also knowledgeable and has been applying value engineering / value analysis in important projects.

Bryan A. Richards

Director for Technical and BIM

Bryan A. Richards

With nearly 50 years of experience in buildings and infrastructure projects across Europe, Asia, and the Pacific. He brings extensive expertise in project development, privatized infrastructure initiatives, and specialist design management for major transport, water, and urban development projects.

He was formerly managing consultant at T&T Konsult and Managing Director (Asian Operations) of Tonkin & Taylor International and worked predominantly on the development of projects in the Asia Pacific region. Having worked widely in the UK and New Zealand, Bryan is a fellow of IPENZ and IHT-UK and is a Chartered Professional Engineer in New Zealand.

Alfredo R. Liwanag

Director and Executive Vice President

Alfredo R. Liwanag

Director and Executive Vice President for Business Development, Globe, and Railways, with expertise in quality management, operations, and project leadership across infrastructure, manufacturing, and construction sectors. He has over 40 years’ professional experience principally in the development and implementation of a Quality Assurance System, engineering and operations management for both manufacturing and construction industries. He is QA/QC Specialist of the ADB- funded Agrarian Reform Communities Projects, in whose capacity he led a team in the development of an Infrastructure Quality Monitoring and Durability System (IQMDS) for the nationwide implementation of the DAR-ADB Rural Infrastructure Project covering: 40 water supply systems; 1800 hectares of irrigation systems; 30 small water–impounding projects and small-to-medium-sized dams; 300 kms of rural roads; and 1200 LM of rural bridges.

Eriberto R. Calubaquib

Director

Eriberto R. Calubaquib

With over 46 years of professional experience in project preparation, management, and operations in water supply, sanitation, water resources, and environmental sectors.

He was, among others, President and CEO of Metro Pacific Water Investments Corp. (Oct.1,2018 – Aug.31,2021), Managing Director of Veolia Water Philippines, Inc., Managing Director of Clark Water Corporation, Director of Bonifacio Water Corporation and Resident Manager of Carl Bro International A/S of Denmark.

Erie has a firm and comprehensive grasp of the roles and interrelations of government water supply and sanitation institution having worked for 13 years with the Local Water Utilities Administration in varying technical and managerial capacities.

He has a working knowledge of multilateral and bilateral project financing involving World Bank, Asian Development Bank, European Economic Community, Danish International Development Assistance, United States Agency for International Development, Japan International Cooperation Agency, Overseas Economic Cooperation Fund, and the United Nations Development Programme

Angel M. Santiago, Jr.

Angel M. Santiago, Jr.

Former EDCOP President (1995–2017), and former Chairman of the Board (2020–2022). With over 5 decades of professional experience in industrial and engineering management, he provides focused and unified direction to EDCOP, overseeing the team’s satisfactory performance in major projects collaborating with top clients and pursuing new ventures to keep improving the company’s profitability.

His involvement in various industrial and engineering firms enabled him to acquire more than 40 years as a top management leader. His previous engagements were as Vice-President - Atlantic, Gulf & Pacific Co., of Manila, Inc.; Vice-President - Babcock-Hitachi (Philippines), Inc. and President - Toho-AG&P Metal Processes Corp.

Franz Furby C. Ramos

Senior Vice President for Water and Sanitation

Franz Furby C. Ramos

With over fifteen (15) years of professional experience in environmental and sanitary engineering consultancy including water supply, sewerage/wastewater and sanitation master planning, feasibility studies, and engineering management. He also has over 10 years of experience in business development and technical marketing on various infrastructure and engineering projects on water supply and wastewater, environment, water resources, transportation and highway, urban and regional planning, from the private, government, and International Financial Institutions such as the World Bank, Asian Development Bank, JICA, KEXIM, AIIB, USAID.

Tessie Leticia L. Marcelo

Vice President for Finance and Administration

Tessie Leticia L. Marcelo

She is a Certified Public Accountant (CPA) with over 30 years’ experience in monitoring and implementing financial policies, systems and procedures. She has served in reputable corporations assuming various positions such as: Accountant, Manager, Supervisor, Chief Accountant, Group Operations Manager, Branch Operations Supervisor and Auditor.

Rolando P. Amper

Director-at-Large and Senior Vice President

Rolando P. Amper

He has over 45 years’ experience in the field of accounting and finance. He has a wealth of experience in accounting, finance and auditing having worked with various local and international firms for over four decades. He has worked for over fifteen years in the middle east countries serving various positions as Accountant, Chief Accountant and Accounting Manager for marine services, manufacturing and construction firms. He served as Cost Controller and Finance & Administrative Manager for local engineering and construction companies.

Joefry T. Paulo

Vice President for Renewable Energy

Joefry T. Paulo

He has over eighteen (18) years of professional experience in Project Management, Stakeholder Management, Engineering Management, and Management of permits, clearances, and land requirements for energy projects. He was largely involved in the development of manuals and management documents for the execution of various technical and engineering projects of Hedcor, an Aboitiz company involved in hydropower and energy.

Emmanuel R. Ejercito

Vice President for Globe Projects

Emmanuel R. Ejercito

He worked for Atlantic, Gulf and Pacific Co. of Manila for a period of 9 years in engineering and operations. He has been with EDCOP for 30 years and has worked in various power and energy and water resources projects.

Starting in 2005 until to date, Noel has successfully managed the LGU, DENR, BFP and BIR permitting and documentation requirements for Globe Telecom, Inc. Notably the permitting activities have expanded into more similar projects - Innove Communications Inc., Bayan Telecommunications Inc., Globe ST Telemedia GDC Inc. and Frontier Tower Associates Philippines Inc.

Linieta P. Masayon

Assistant Vice President for Operations Center

Linieta P. Masayon

Responsible for monitoring, planning, coordinating the performance of every project. She has more than 15 years’ professional experience with expertise in water resources projects. Some of her notable undertakings: Seismic and Structural Assessment of La Mesa Dam, Intake Structures and Reservoir, Project Management Services for the Maguey Water System project which includes Construction of Lucban PS and Reservoir, Maguey and Eastridge Reservoirs and Transmission Lines, Kanan Dam Project Update and Proposal Preparation and Kanan Dam Project Update and Proposal Preparation.

Edward Dennis D. Cruz

Assistant Vice President for Renewable Energy

Edward Dennis D. Cruz

He has over fifteen (15) years’ experience and continuous practice in Water Resources Engineering and Civil Works Design. He gained most of his experience from EDCOP, starting his career and professional practice as water resources engineer. He has sufficient knowledge in the planning and design of various hydraulic structures, water and hydropower systems and components, and flood control projects, as well as adequate exposure in project and organizational management. For a time, Edward has been involved in the power sector and has gained experience on the commercial side of energy generation.

Rebecca R. Ravalo

Assistant Vice President for Globe Telecom Dept

Rebecca R. Ravalo

She leads the team on the renewal of permits and clearances for various cell sites and facilities of the Local Government units (LGU’s). She has over 18 years’ professional experience with expertise in project management. Prior to her engagement with EDCOP, she was involved with the implementation of foreign funded water supply projects with the Department of Interior and Local Government (DILG), as Program Manager.

Rosario J. Carbonilla

Assistant Vice President for Globe Special Projects

Rosario J. Carbonilla

She has over 40 years’ professional experience in the preparation of feasibility studies, detailed engineering design, cost estimates and project management. She was involved in various infrastructure projects, as reviewer/evaluator of feasibility studies for WB-Funded and JBIC-Funded projects under Land Bank of the Philippines and as Deputy Team Leader / Roads and Pipelines Specialist for the SMI Proposed Tampakan Mining Project. From 2013 to present she serves as Team Leader / Project Manager for Globe Towers Structural Integrity Project

Joefre A. Arizala

Assistant Vice President for Renewable Energy

Joefre A. Arizala

He has more than ten (10) years of experience in feasibility studies, detailed engineering design, and dam safety projects. His expertise includes hydrological and hydraulic analysis, hydro-energy assessment, and the design of hydropower facilities such as weirs, intakes, tunnels, conveyance systems, surge tanks/forebays, and penstocks. He is also experienced in site reconnaissance, dam safety inspections, and project cost and financial analysis.

With over 15 years of experience in administrative and human resource management – development of employee relations, training of personnel, contracts management and administration of compensation and benefits.

Bernard V. Agustin

Assistant Vice President for Quality Assurance and Quality Control (QA/QC)

Bernard V. Agustin

With over 32 years of experience in large-scale construction and engineering projects across the Oil & Gas, Renewable Energy, and Infrastructure sectors. A Project and Compliance Specialist, he brings deep expertise in project and construction management, cost control, tender planning, materials management, and safety oversight.

He has led the implementation of Quality Management System (QMS) and Environmental Safety and Health (ESH) programs, ensuring high standards of quality, compliance, and operational efficiency. An IRCA-certified Lead Auditor
